Abstract. The experience of the developed countries of the world in the field of regulating the employment of the population based on the systematic use by the state of levers of economic incentives for combating unemployment, increasing productivity and maximum professional mobility of workers, regulating labor migration, managing the demand for labor is studied and summarized. The modern state is analyzed and perspective direc-tions of economic stimulation by the state of employment of the population in Ukraine are allocated.

9. Kharlamov V. Risks in tourizm: state administrative aspect
Abstract. The risks in tourism the context of state administration of country are outlined in the article. It is analysed, that all dangers can be divided into three base classes: natural-ly-ecological; technogenic-productive; anthropogenic-social. Certainly, that coming from the consequence conditionality of harm two groups of objectively existent dangers are distinguished: show an instant danger for the vital functions of human;what cause a similar loss side, for example, as a result of worsening of terms of his life. Certainly, that basic responsibility for making decision in area of safety of tourism lies on local admin-istrations, including, on the state and municipal structures of management tourism.

10. Byrkovych T. State regulation in the provision of the rights of children for healthcare
Abstract. The general state of the state regulation of the children's right to health protection at the present stage of development of Ukraine is investigated. It was noted that the issues of health care of children, realization of their rights to use health care services, means of treatment and restoration of health and ensuring the availability of such services for each child are reflected in the Constitution of Ukraine, the Fundamentals of the Ukrainian legislation on health care , in the Code of Labor Laws of Ukraine, the Family Code of Ukraine, Laws of Ukraine. It is proved that the medical provision of children's rights to health is characterized by financial and resource dispersal, as well as the deformity of the service delivery structure. The normative and legal support of the sphere of ensuring children's right to health protection is analyzed. The methodological provisions on the implementation of state regulation of the children's right to health care are generalized.

Abstract. The article considers and proposes an estimation of factors of influence on the mechanisms of state regulation of prices in the residential real estate market. After all, it is important to economically (in theoretical understanding and practical implementa-tion), economically important (in theoretical comprehension and practical implementa-tion) the problem of developing methods of state regulation and systemic consideration of reproductive and investment processes in the residential sector, oriented to real estate markets, their economic efficiency and social orientation, have so far not been studied scientifically Ukrainian scientists. Abstract. The article reveals the ways of social rehabilitation of the participants of the Ukrainian-Russian war in the east of Ukraine in the context of domestic and foreign experience. The most effective technologies of social rehabilitation are identified, both with the participation of the public sector (primarily volunteers) and with the participation of the state. The ways of modernization of the state policy of social rehabilitation of the participants of the war in the East of Ukraine based on the US experience are suggested.

Abstract. The peculiarities and current trends of the state regulation of innovation sphere are grounded. The actual isolation of scientific institutions from entrepreneurship is found out, which makes it impossible to develop the innovation process at the expense of market levers. It is proved that an effective form of the state support for innovation and scientific activities is the creation of narrow-industrial research centers with the partici-pation of the state. 23. Omarov А. Сurrent state of implementation of national environmental safety policy

The article analyzes the results of a sociological survey conducted in May-June 2017 in the eastern regions of Ukraine in order to study the attitude of the population to-wards the environmental problems of the present time and identify the main problems and contradictions in implementation of the national environmental safety policy in the given region of Ukraine. Abstract. The unstable political, legislative and administrative context in Ukraine limited the effectiveness of EU assistance. Abstract. The article analyzes such concepts as national interests, priorities of national interests, mechanisms of national security, mechanisms of formation of national interests. The theoretical significance of the study is that it contributes to the development of theoretical foundations of national security, in the further elaboration of the concept of "national interests" in the context of modern science. According to the author, the concept of national interest is always based on value norms and the specific ideological content of an individual state. It was found that national interests are inextricably linked with the national security of the state, its self-preservation, the inadmissibility of influencing its integrity and sovereignty.

Abstract. The article analyzes the issues of structural policy of the state, reveals the category of agrarian structural policy. A theoretical analysis of the structural policy in relation to the agrarian sphere shows the contradictory nature of attitudes towards this concept within the framework of domestic and Western studies. It was found that the main criterion for assessing the rationality of the existing structure and its changes is their very compliance with the achievement of the main socio-economic goals of the development of society in tactical and strategic terms. The priority tasks of the state's structural policy are the advanced development of high-tech sectors of the economy, as well as the maximum use of potential. Structurally based interventions are ideal vehicles for investing in know-how, modern technology, management skills and infrastructure that domestic agriculture needs to become competitive.

Abstract. Systemic measures to reduce morbidity, prevent and combat various epidemics, improve the quality of life, maintain a healthy lifestyle, promote good health are priority important areas of state socio-economic policy. Significant factors for solving public health problems are the analysis and application of knowledge in various fields, as well as demography, epidemiology, psychology, ethics, sociology, economics, law, management, ecology and other sciences and the logic of actions, methods and techniques that related to the functioning of the health care system, the availability of the health care system for the population. The object of the health care system is many aspects of the health of each person and society as a whole, it embodies a set of actions to maintain and promote health, as well as to address issues related to disease, disability and other medical problems. Public health is one of the most important elements of socio-economic policy of the state, closely related to almost all its other components: industrial, agricultural, sociological, demographic, environmental, educational. At the same time, the main goal of public health is to meet the needs of the individual and society that are directly related to their health. This goal can be considered achieved if the expectations of the individual, group, population, directed to the address of medical organizations and their staff. The realization of the goal of public health is possible only with a clear functioning of the health care system, which consists of a set of relevant organizations, institutions, as well as human, material, financial, information resources with an effective state socio-economic policy. Services provided by the health care system must be responsive to the needs of people with respect for them, be socially just. Health care, as part of a single social system of a particular state is clearly defined, consistent and orderly, and should distinguish such characteristic of the provision of medical services components of the system, namely its institutional principles, system objects, national specifics and generally accepted in society norms of medical service provision. At the present stage of implementation of socio-economic policy on the formation of public health, sustainable development is possible only if it is included in the national strategy, program of socio-economic development. Thus, there will be a formation of responsibility of the state and society for public health, the implementation of which is carried out on the basis of socio-economic policy, a set of economic and social measures to improve public health, creation and development of health services. I am in the framework of state strategies and programs at the national and local levels. Regardless of social differences, citizens have the right to receive medical services included in state guarantee programs.

Abstract.The article reveals the essence and explores the achievements of innovative support of agricultural enterprises through the use of informal forms of investment in the system of public management. The state of the newest technologies and innovative decisions on improvement of production and economic activity of business entities is analyzed. The strengths and weaknesses and the degree of intensity of innovation implementation by agricultural formations are studied. The state of introduction of digital technologies as one of the mechanisms thanks to which introduction of the newest technologies positively influences efficiency, efficiency, cost and quality of production and economic activity of the enterprise is analyzed. It is proved that digitalization for agricultural formations is an industrial platform that allows to create high-tech production, modernize processes with the help of information and communication and digital technologies in the system of public management. The essence of forms of informal attraction of investment funds through business angels is considered. The significance of five types of business angels that are most common in practice is revealed: entrepreneurial, professional, corporate, enthusiasts, micromanagers. The ways and criteria by which business angels select an entity to finance its activities are defined. Describes the most successful projects that have received investment from business angels and become the world's largest corporations.

69. Кручиненко В. А. Фінансовий механізм державної підтримки розвитку малого підприємництва
Abstract.У статті проводиться порівняльний аналіз структурних елементів фінансового механізму державної підтримки малого бізнесу України і розвинених країн світу. В якості ключової особливості фінансового механізму державної підтримки малого бізнесу України, що відрізняє її від розвинених країн, обгрунтована орієнтованість на підтримку вже існуючих, діючих суб'єктів малого бізнесу. Найбільш слабким елементом в структурі механізму державної підтримки малого бізнесу України виділена нерозвиненість фінансової підтримки для початківців в підприємницькій діяльністі, «start-up» проектів. Загальновідомо, малий бізнес грає величезну роль в рішенні поточних соціально-економічних проблем і розширення зайнятості. У країнах з розвиненою економікою мале підприємництво є важливим ресурсом ліквідації дисбалансу в розвитку територій, боротьби з бідністю і розвитку інновацій. В той же час, виконання малим підприємництвом своїх функцій безпосередньо пов'язано з ефективністю державної підтримки в цих країнах. Розвиток малого підприємництва в західних країнах характеризується більш високою динамікою в порівнянні з Україною, оскільки органи державної влади усвідомлюють роль і значення підприємств малого бізнесу, що виражається в розвиненій системі підтримки на національному рівні. Неможливим видається і пряме копіювання форм, принципів і механізмів підтримки малого підприємництва, що підтвердили свою спроможність в зарубіжних країнах оскільки неадаптований до українських умов переносимий зарубіжний досвід може не лише виявитися неефективним, але і мати негативні наслідки. Виділяється ряд особливостей умов функціонування українського малого бізнесу, що склалися за час його становлення в пострадянський період і, на наш погляд, що не втратили актуальність до теперішнього часу і відрізняють його від зарубіжних аналогів : - прагнення до максимальної самостійності, тоді як значна частина зарубіжних малих підприємств працює на умовах субпідряду, франчайзингу і т. п.; - загальний низький технічний рівень і низька технологічна оснащеність у поєднанні зі значним інноваційним потенціалом; - прагнення успішно функціонуючих малих підприємств вийти за рамки локальних ринків, у тому числі і на міжнародні ринки. Одним з напрямів вдосконалення фінансового механізму державної підтримки малого бізнесу запропонована адаптація до українських умов принципу селективності, що дозволяє оптимізувати витрати і риски держави підтримки нових малих підприємств.

Abstract.The article considers and analyzes the methodological aspects of strategic planning in national security protection. It be determined that the implementation of state policy on national security, based on the achievement of strategic national priorities, should be accompanied by improving the efficiency of public administration. This dictates the need to improve procedures and tools for strategic planning, optimize the system of national security and ensure the stability of the economy, social sphere, scientific and technical, scientific and technological potential of the country, its information resources, increase competitiveness. Solving such problems requires the development of scientific, methodological and theoretical foundations of strategic planning as an important part of the general theory of national security and strategic management, development of new measures to ensure the stability of civil society, combating crisis management technologies in financial, economic and socio-political spheres and also increasing the capacity of the national security system of Ukraine to adequately respond to new challenges and threats.
