2. DOI: 10.5281/zenodo.3532666 Bilozir O. THEORETICAL-METHODOLOGICAL ASPECTS OF FORMATION OF STATE SOCIAL POLICY
Abstract. It is stated that the concept of "social" reflects the common, collective nature of people's activities when their social ties and common interests are expressed within different communities: social groups, segments of the population, settlements, regions, etc. The interaction of the interests of these groups is an important part of society. Social policy, as a tool of governance, has as its general purpose the elimination of social antagonisms in society, the realization by means of special measures the tasks of dynamic development and the improvement of the whole system of social relations. It is determined that the nature of the relationship between group and national interests may be different. Relations can be based on mutual compromise and consensus, can be based on the direct dominance of one group and the exclusion of others from the sphere of decision-making, on the suppression of other groups. People suffer from both excessive pressure and power, so it is very important to change the forms of power, domination and subordination, to participate in power and to exercise the civil rights of all groups of the population. It should also be emphasized that the interests of different groups in times of rapid change of society are not given, unchanged and rationally understood, which increases the need for their scientific reflection, public discussion and harmonization. Moreover, the importance of state power to society is in many respects that it defines a certain interpretation of events and processes, generates certain ideas and interests.

Abstract. The article deals with various aspects of the concept of internal security of Ukraine. The main safety categories are analyzed in terms of performing internal and external functions. The essence of the concept of internal security as a component of national security is revealed and the key factors of internal threats are clarified. The role of the sphere of security and defense in the system of central executive authorities has been determined. It has been found that the performance of internal security tasks rests with the public authorities, military formations and law enforcement agencies within the powers. The priorities of activity of agencies of the Ministry of Internal Affairs system in functioning of sphere of internal security of Ukraine are outlined; the main measures of the law enforcement agencies to overcome the negative challenges in the process of building the national security and defense sector of Ukraine are identified.

Abstract. The article proposes the author‟s systematization of the discourse field of the problems of corruption relations, prevention and fight against corruption in the system of government. It was concluded that the problems of the formation and occurrence of corruption in the system of state power of the state, counteraction and prevention of corruption in Ukraine as a whole, are widely studied by both foreign and domestic scientists, practitioners, experts, journalists, etc. And although each of the researchers, considering this socio-political phenomenon from his own scientific point of view, focuses on various aspects and characteristics of this phenomenon, however, the majority are of the view that the main task of the Ukrainian society and state bodies of our state is to prevent and countering corruption as the main determinants of the destructive state of modern socio-political development of Ukraine.

The main legislative and regulatory acts governing innovation management, their advantages and disadvantages are presented. It is determined that no law has become a turning point in the organization of innovation management, so laws should be adopted that would improve the innovation and investment climate in order to attract internal and external investment.

It is established that in order to ensure the optimal level of development of the livestock industry, it is necessary to carry out sound state regulation of these processes. The transformation of approaches to the formation and implementation of state regulation of livestock development at the present stage in Ukraine is investigated. The basic principles of livestock development under the latest economic and economic conditions for the implementation of the development of the industry in Ukraine by the state authorities are substantiated.

Abstract. The paper studies the state of definition of challenges and threats to national security of Ukraine. The threats and challenges faced by the country were systematized and specified. It was defined that they include the process of global economic, political and cultural integration and unification, or globalization, rapid development of ICT, etc. It was proved that the current understanding of the essence of challenges and threats to national security favours the methodological grounding of the tasks of national security support. It was defined that the threats and challenges to it become universal rapidly, while the unsolved global problems of the present time also fill the notion of threats to national security with the new purport.

Abstract. The article deals with the basic principles of the formation and implementation of state policy in the field of land relations, which is a complex process, the effectiveness of which depends on its scientific validity of the scientific and conceptual apparatus. It is substantiated that the key actors of the land relations system are the state and local selfgovernment bodies, which form a complex, hierarchical system that produces land management processes within the limits of the powers and functions established by law. The basic principles of rationalization of state land use policy are described. Basic principles of formation and realization of state policy in the sphere of land relations of Ukraine are defined.

Abstract. The article gives the development of a theoretical and methodological basis for both the system for the formation of personnel reserve groups in organizations and the development system for managerial personnel in general. The features of the formation of reserve groups of managers in hierarchical organizational systems are investigated. The algorithm of working with a reserve of managers is given, which allows to improve the procedures for evaluating and selecting personnel, motivating the best applicants, and carrying out preliminary control of their activities. The possibility of unification of the use of the above algorithm is shown not only when working with personnel reserve groups, but also in training, preparation, retraining and advanced training of managers in general.

Abstract. The systemic transformations of public administration of economic competitiveness are explored in the paper. In particular, the concepts of synergy are described and its role and place in public management of economic competitiveness are justified. It was emphasized that, because of synergies, the organizational and managerial factors were central concerning enhancing of competitiveness of enterprises and their products. Synergy is reduced to the strategic benefits that arise from the integration of enterprises and public institutions. The content of the marketing model of production competitiveness creasing as a guarantee of economy's competitiveness strengthening is revealed. It was noted that the model included six successive phases, outlining the challenges being addressed and their importance for maximizing the impact. It is noted that the most important stage of the given model is the development of a strategy of improving of competitiveness of products, which is a set of measures to ensure the sustainable production of products with competitive advantages, with a tendency to maintain and strengthen them in the long term. The features of application of quality management in state management of economy competitiveness are presented. It is noted that it includes monitoring, evaluation and statistical analysis of factors aimed at production ensuring with high quality characteristics, which stimulate economic growth of business. A methodology for consumer risks calculating as criteria for competitiveness is developed.

Abstract. It is determined that the terms “public order”, “public security”, “personal security of citizens” are widespread, they are often used both in international legal documents, national legislation, and in socio-economic and legal literature. This implies the need for a theoretical understanding of the essence of public safety and personal security of citizens. Public order as a result of the consolidation of real social relations (both ideological and economic) by legal norms and other social norms. This result is a definite system of social relations, enshrined in various social norms, primarily the rule of law; public order is a system of public relations, enshrined in various social norms that determine the rights and obligations of their participants; public order is not only just public relations enshrined in the normative order. The concept of "rule of law" is characterized, which is an organization of public life based on law and legality, reflects the qualitative state of public relations at a certain stage in the development of society. The essence of the mechanism for the implementation of rights and freedoms in the field of public order protection is investigated. The basic principles of the implementation of administrative law protecting public order are substantiated.

The telecommunications sector is characterized by its dynamism, rapid development and internationalization as more and more countries in the world take advantage of privatization, competition and foreign direct investment. The fragmented national markets are increasingly opening up to contacts with the markets of other countries, which creates conditions for accelerated technology transfer and competition development.Telecommunications networks are an important component of the overall infrastructure and a strong base, both for connecting consumers with each other (businesses and private users) and for speeding up the information transfer process. Modern telecommunications networks serve to enhance the universality and productivity of today’s information society.

Abstract. Abstract. The ways of improving of the economic mechanism of environmental protection is explored in the article. In particular, the following factors of imperfections of the economic mechanism of environmental activity are identified: imperfections of the system of payments for environmental pollution and the mechanism of their indexing; lack of regulation of the targeted use of funds intended to environmental protection and natural resources reproduction; lack of preferential taxation and credit when financing environmental measures; failure to take into account environmental factors as a mandatory condition in privatization, bankruptcy, implementation of investment projects and etc. The State measures of economic mechanism of improvement of environmental management and protection is identified. The need of preparation of the Concept of Development of Environmental Legislation of Ukraine at the State level is noted. The economic mechanism of protection of the natural environment is a basis of the given Concept. The directions of improving of the economic mechanism of environmental management and protection at the regional level are identified. The emphasis is placed on the expediency of taking a decision on the preservation of earmarked budgetary environmental funds in the regions of Ukraine, as well as on the wider use of effective environmental-economic regulators at the regional level. The administrative fines for environmental offences are justified, as well as the formation of environmental funds as the most effective economic methods of nature protection.

Abstract. The technologies of development and implementation of information policy of a State are investigated in the article. In particular, the subject of study of a State information policy is defined. The following specific social and political features of civil society, which are among the interests of forming and implementing of the information policy of a State, are highlighted: activities of free associations, social institutions, social movements and etc; realization of rights and freedoms of an individual, his inviolability and security; independence of economic entities while operation of various forms of ownership. The specific manifestations of the information policy of a State are grouped by the following directions: subject matter of the information policy of a State; temporary measurement of the information policy of a State; spatial dimension of the information policy of a State; direction of the State information policy on social progress; methods of implementation of information policy of a State. The components of the information policy of a State are described.

Abstract. It is determined that democratic reforms in Ukraine have actualized the need to form new relations between the state and society, based on the concepts of interaction, openness and dialogue that are important for the democratic construction. Both the state and society feel this urgent need. Harmonization of interests, presentation of goals and intentions, formation of an atmosphere of mutual trust between different subjects of interaction is facilitated by one of the modern disciplines - public relations, the essence of which is to create and maintain friendly relations between the organization and the community, to achieve harmony and mutual respect. It was noted that the development of sociology was of great importance for the formation of public relations. The PR began to rely on sociological methods of studying the public and the media. Public relations is constantly enriched with knowledge about the objects of social psychology - social psychology, social psychology of personality, social psyche, etc. There is a need to name a number of human, social and technical sciences that have contributed to the development of public relations: journalism, political science, history, cultural studies, linguistics, conflictology, and more. It can be concluded that the social sciences and humanities have formed a kind of theoretical foundation for public relations. In the process of its formation, public relations, interacting with different social practices, attracting knowledge and skills of different disciplines, gradually acquired its characteristic feature - integrality. Public relations and advocacy have some common features: first, the "family subject field" - in the center of their attention is public opinion; second, one of their functions is the influence function. Both PR and advocacy deal with public communications. Both propaganda and PR activities cover the broadest spheres of public life. PR and propaganda use virtually the same channels and media. We can conclude that PR and propaganda are quite close to each other due to the scale of processes, social adaptability and common objects. It should also be added that social communications allow for elements of propaganda for the sake of socially positive goal.

Abstract. The article explores the main elements of the implementation of the energy strategy of Ukraine. The level of energy security of Ukraine in modern conditions is analyzed. The main reasons for the insufficient level of energy security of Ukraine are considered. The necessity of increasing the level of energy efficiency and energy saving in all spheres of public life is proved. Abstract. It is stated that ensuring the readiness of the country for defense is specified in the form of the most complete satisfaction of the need of the Armed Forces of Ukraine in modern weapons and military equipment (OVT), including in communications equipment. In this case, the degree of satisfaction of the needs of the Armed Forces of Ukraine depends not only on the amount of resources allocated for the defense of the country, but also on the effectiveness of their use. At the same time, the most important prerequisite for maintaining the Armed Forces' combat readiness at the required level is the continuous improvement of the AFS samples. Modern means and methods of warfare are increasingly demanding, causing the emergence of weapons and military equipment based on fundamentally new technical solutions and physical principles. All this leads to complication of tasks, which are solved by the Armed Forces of Ukraine, increase of constructive and functional complexity of the samples caused by the increase of requirements for their tactical and technical characteristics and, as a rule, increase of economic costs. In these circumstances, there was a sharp contradiction between the satisfaction of the troops in high-quality OVT samples and the limited material, labor and financial resources allocated by the state for the development of the Armed Forces of Ukraine.

Abstract. The article attempts to analyze the tendencies of economic development through competition and partnership, and suggests the advantages of implementing the partnership. The role of the state in the sustainable development of communities is specified. The problem of competition and partnership in terms of sustainable development is analyzed. The prospects for the development of decentralization and partnership processes in Ukraine are outlined in the light of the complex demographic situation. The process of formation of sustainable development of communities through partnership as a component of state policy and a priority direction of economic development, as well as the result of partnership between communities for the sustainable development of the state economy, is presented. The essence of the idea of urbanization, which is the organization of cooperation between urban and rural areas on the basis of mutually beneficial cooperation, distribution of powers, use of existing advantages in order to bring rural areas closer to sources of concentration of innovation, social and financial capital, investments, to objects of social, transport infrastructures inherent in urban settlements, along with more active involvement of resources, which are rich in rural areas, in the processes of social production. The basic principles on which cooperation is based, namely: legality, voluntariness, mutual benefit, transparency and openness, equality of participants, mutual responsibility of the subjects of cooperation for its results. The implementation of sustainable community development is considered, which involves the necessity of finding new locomotives for economic growth by developing partnerships between the sectors of society and involving them in the planning, development and implementation of all stakeholders, as it is only through the joint resolution of urgent problems that it is possible to ensure the successful implementation of the strategy.

Abstract. The problem of formation and development of the economic mechanism of public regulation of emergencies at the regional level has been analysed in the paper. The feature of any emergency is its territorial linkage, thus, the comprehensive implementation of the measures to prevent disasters and overcome their consequences is possible only at the regional level implemented through regional governance and quality public funding. It is the regional authorities that, to the greatest extent, are informed about the local conditions close to the emergency zones and have local resources to respond effectively to the problems of the entire regional socio-economic system and negative changes of its parameters and institutional conditions as a result of the emergency. They also can organise and use the economic mechanism of public regulation to prevent and overcome the consequences of emergencies.

Abstract. The fuel and energy complex (FEC) of Ukraine, being one of the basic intersectoral economic complexes of the country, plays a strategically important role in the system of socio-economic development of the country and its regions. Intensification of industrial production, its significant energy intensity and growth of energy efficiency of labor creates a certain economic basis for the development of fuel and energy and requires the implementation of measures for state regulation of its operation and intensification of its restructuring processes. 55. Kolisnyk R.M. PUBLIC ADMINISTRATION IN THE FIELD OF ENTREPRENEURSHIP: MODELS OF BUILDING AN EFFECTIVE SYSTEM
Abstract. The article is devoted to the study of public administration in the field of entrepreneurship, in particular models of building effective and efficient systems. It stated that the system of public administration in Ukraine has been in a state of reform for a long time, according to which the main goal is to improve the level and quality of life of the population. At the same time, the fact that today experts and specialists in this field are talking about a new stage of reforms, but not about its completion, therefore, should not be taken as evidence that the process has dragged on, as various stages have been successively passed. During the implementation of which there was a change in approaches to the process of organization and technology of reform. These changes caused by the development of ideas about what state and what kind of government our society needs, and the development of legislation and the state, the institutions of their components, which could not but lead to a change in priority concepts and ideas, approaches and tools for their implementation. In addition, public administration reform is a complex task, the solution of which is possible only with the consolidation of efforts of all departments and constructive political forces; therefore, models of building an effective system in the field of business management become especially important. It concluded that it is clearly quite difficult to propose a certain model of public administration and the way to the transition to this ideal model. Instead, taking into account various postulates and concepts, the stages of public administration reform presented, new approaches, technologies and tools proposed, which have not yet become the usual principles and approaches for the domestic public administration system. The analysis of the main issues and directions of public administration improvement allows us to conclude that the domestic government and civil society are fully aware of the full range of current issues and can critically assess the reform path and experience gained, as well as rethink the most successful foreign practices in the field of public administration.

Emphasis is placed on the fact that the basis of the system of state regulation are regulatory methods. With their help the main function of the state is realized - the organization of the market. This means defining the rights and responsibilities of market participants (motor transport companies and their customers); formation of minimum requirements for the qualification of motorists to the quality of services provided. The organization of the motor transport market requires a large regulatory framework. The regulatory system of transport regulation in general should cover all aspects of motor transport activities and relations of motor transport enterprises with consumers of their services, ensure compliance with the interests of cargo owners and passengers, create equal conditions and legal guarantees for development and operation of enterprises of all forms. The most important condition for sustainable, efficient and safe functioning of the transport industry in the period of market relations in the country is the presence of an appropriate system of regulations, which in the process of radical economic reform should be adequately developed and improved. It is concluded that the organization and implementation of cargo transportation is regulated by a system of regulations of general and special nature at the level of the Civil Code of Ukraine, the Central Committee of Ukraine, transport statutes and rules of transportation, international agreements. The introduction of market relations in the system of transport services, the development of private enterprise in transport necessitates the development and adoption of a number of relevant regulations that determine the commercial orientation of transport activities.

62. Karpechenkova H. FEATURES OF THE REPRODUCTION OF DOMESTIC VIOLENCE IN UKRAINE AT THE MACRO AND MEGA LEVELS
Abstract. The article examines the peculiarities of reproduction of domestic violence in Ukraine. The problems of the transmission of a negative behavior model of children from generation to generation are analyzed, which in the future causes the reproduction of the obtained behavior model and the continuation of domestic violence already in the next generation. The problems of causing domestic violence at the macro- and mega-levels are studied, the main problems of the emergence of such problems in society are outlined. The causes of domestic violence in different parts of the population and the main factors contributing to the systemic nature of domestic violence in different generations have been identified.

63. Mazovetskyi R. MAIN FORMS AND METHODS OF ORGANIZING SOCIAL PROTECTION OF MILITARY PERSONNEL IN MODERN CONDITIONS
Abstract. The article examines the main forms and essence of social protection, which are used at this stage of the development of our country. The main problems in the implementation of reforms to improve the social protection of military personnel at the current stage have been studied. The actual developments in defining the concept of social protection in the conditions of the professional army in the conditions of unfavorable economic conditions and constant military danger in the state are analyzed. Measures are proposed to reduce and prevent the negative impact of social risks for military personnel who, due to the specifics of their official activities, have no other source of decent living conditions. The place and role of various subjects of social responsibility in the military environment in the system of social protection of servicemen are shown.

Abstract. The article is devoted to the study of certain issues of public management of socio-economic risks in the context of digitalization through the paradigm of risks and strategies. At the present stage, the world economy is entering a new stage of digital development, which characterized by including the active transformation of institutions and mechanisms of public administration. Unfortunately, in the current conditions of Ukrainian state building, our country is not yet one of the leaders in the development of the digital economy. However, a number of positive trends are already noticeable, and the volume of the digital economy has been growing steadily in recent years. Life, as well as the introduction of digital technologies and platform solutions in the field of public administration and public services. Based on the results of doctrinal and comprehensive research, it concluded that modern public administration institutions transformed after the changing world, so on the one hand, citizens' demands for service quality are constantly growing, and they want to interact with government agencies through digitalization and advanced digital technologies. On the other hand, governments need to reduce administrative costs and increase the efficiency of implemented programs. Digitization, under these conditions, is a very effective mechanism for solving such problems. The creation of a modern digital system of public administration will allow online tracking of problems that arise and participate in their solution. In the domestic economy, digital approaches and technologies in the field of public administration are at the stage of active development and understanding of the practical experience of their application. The study allows us to conclude that the organization of unified digital information platforms, the use of end-to-end digital technologies creates the conditions for achieving a new quality of public administration based on horizontal integration and effective interaction of public authorities. In general, the development of digital technologies creates the basic preconditions for the transition from the model of "service management" to the model of "unified government", more in line with global challenges and risks of economic development. life.

Taking into account the process of worldwide development of media resources, the rapid development of ICT and globalization, which is taking place today, the issue of ensuring national security has become especially relevant. In such conditions, an up-to-date understanding of the essence of challenges and threats contributes to the methodological substantiation of the tasks of ensuring national security.
